The current proposal returns many students to Southeast Raleigh who were bused away to promote diversity under the old assignment plan. The return of these students to their base zone will reduce the space for magnet students in Southeast Raleigh by approximately seventy percent (70%).  This means that approximately 4,000 seats will no longer be available out of approximately 5,700 total. Due to facility and financial constraints, this capacity cannot feasibly be replaced with mobile units or other alternatives.

Given this, how can it be said that the current reassignment proposal will maintain the system-wide magnet program in anything like its current configuration, as its proponents have said it would? And if the program will change, how will it change?
