As shown on this map, magnet programs are disproportionately located in the Southeast Raleigh Zone and the Central Region, because that is where they are most needed to fill underutilized facilities. Part of the underutilization is created by busing economically disadvantaged students out of Southeast Raleigh. If the diversity policy were abandoned, this part could be addressed by returning those children to their zone of residence. But part of the underutilization, particularly in the Broughton Zone, could not be addressed in this way.
The Central Region also has better second language options, but it is most lacking in year-round calendar options for elementary and middle school.
The availability of other services (Title I, AP, Special Ed, Arts) does not appear to be as focused in any one Zone or Region.
